In a regular installation with nonmetallic (NM) cable, 10-3 NM-B (with ground) cable is run from the primary solution panel up to a recessed socket package. The circuit is usually run with insulated (THHN/THWN) wires inside nonmetallic or EMT conduit if the outlet is surface-mounted, such as on a concrete or block wall. The socket might be a unique surface-mount receptacle or might be a standard dryer receptacle set up in a surface-mounted package.

The way you link the cable or cables in to the package will be determined by the installation. The cable is threaded into the box and secured with a cable clamp with NM cable in finished walls.
